The key animation of each episode in the 90s cannot exceed 2500
Before 2010, the key animation of each episode cannot exceed 3000

While more key animations will cost them more, it will probably require more animators to work on the same episode, which means each animator gets the same, but there are more animators for each episode.
Plus this would require more work from inbetweeners and colorists, which will probably make them hire more people instead of overworking the workers they have.
