Because having tons of muscles just makes you look like a muscle brain. While the other guy looks more calm and methodical, so it gives him an eerie vibe. Anime fights are about magical powers and stuff, so muscles don't really indicate strength

Also skinnier guys tend to look more aesthetic. It’s difficult to draw guys that are visibly muscular but not bulky.

Bodybuilders will run out of stamina more quickly, muscles may mean strength but it doesn't mean power and definitely not stamina. Look at how Anthony Joshua lost to fatty in their first fight, also look at Deontay Wilder, a lanky skinny boy but is the most powerful puncher in all of boxing

Well, it makes sense. Only bodybuilders have those notorious muscles and they take protein supplements and have insane diets to keep their bodyfat low, because they only care about having them visible. A toned body produced by martial arts training would give you muscles, but with bodyfat to protect them and not generating more muscle than necessary because at some point is inefficient, and the training already has you using up lots of energy, the body wouldn't produce superfluous muscle fibers. Still, martial artists, boxers and people like that have some notorious volume.
