England, France and Germany have each had a significant part to play in (western) world history.
As such, they are the only European countries Japanese know about. Of the three, Germany is the most "European" (according to Japanese).
"But what about Spain, Portugal, the Netherlands, Russia?" you ask? The answer is simple.
Japs are fucking retarded, anime Spain and anime Portugal have been largerly annexed by anime France, anime Netherlands has been completely annexed by anime Germany, and anime Russia is its own thing free from both anime Europe and anime Asia.

The Netherlands is just a part of Germany that split off because it wanted to have the freedom to trade spices and smoke weed and Spain and Portugal are just two North African countries whose greatest contribution to humanity is sailing around the world and destroying the Aztec and Inca Empires.
Literally wrong about the Netherlands, we split off from the Spanish Kingdom. The area was part of the German Kingdom even further back in the past, but they just let fishermen fish and traders trade no hassle. It wasn't until King Philip said "all jews and protestants must die" that the Dutch traders said "yo thats half of our customers, fuck you".
Germany is more exotic to them. The US, France and mediterranean countries are just a lot more well known for their cultures and languages. The only thing Germany is known for is WW2, Beer and Neuschwanstein, at least in the eyes of Japanese tourists.
Also German as a language is much less recognizable to them than English or French.
They've all got German-speaking minorities and used to be part of the Holy not-Roman-but-actually-mostly-German Empire
The Dutch monarchy is more German than Dutch, the Dutch cuisine is basically German cuisine, there were a lot of Germans in the VOC, the languages are similar. There is a reason the Dutch are called swamp-Germans

But Germany isn't really that popular in anime? Not moreso than other major countries, at least. German characters are far and away less prevalent than Russians, Americans or even Brits. All they really have going for them that makes them stand out from the rest of the Europe crew (as far as anime is concerned) is the chuuni-sounding language and Nazis. Are you guys all talking out of your asses with these vague justifications to something that's not really that prevalent? Hell, OP's pic isn't even Germany.

France actually seems to be the least loved of the big European countries (relative to relevance) after Spain in terms of anime portrayals. A bit unfair, since the French are such massive weebs and have by far collaborated the most in anime/manga productions.
The only exception to this is anything involving Jeanne d'Arc.
