Reference you look at it, this is like putting photo on a light table.

All art is making use of tools that the artist has learned over time. Technological advancements have made these tools easier to use and more readily available. Thinking an artist has to produce entirely from their imagination is misrepresenting art as pure talent instead of a learned skill.

Now that might be a fair assumption if we don't see the finished product. But as it is, having the layout mapped out just to see how things go is fine. You're not copying it 1:1, you're just using it as... reference.

OP's image isn't tracing. In some instances though I think tracing is fine. Like for backgrounds. Though ideally you'd go and take your own photos. Just filtering the photo though is stupid and always looks like trash. So does using CGI.

It's not cheating, especially if the artist sets the 3D scene themself. There are some part of research even before drawing anything for things like layout or composition.
In this particular case, the lineart doesn't even match with the 3D model.

In some cases, like this one, it is.

I've seen how he and his assistants work. He does use a photo, but a simple filter is not the end of things. They basically retrace over everything while adding different line weights to different areas. The process takes a long time.

That I'm kinda iffy about. It' fine somewhat but I still think the artist should at least try. But it does really make the work easier and quicker. Imagine if that had to be drawn every single time, you'd take forever. It's in the "excusable but at least do it right next time" bracket.

his stories are realistic dramas that take place in cities, why wouldn't he want the city backgrounds to look as realistic as possible? the characters blend well with them too. I see no problem

For scenes/figures he uses Unreal Engine to create mockups.

I mean yeah, that's my point. If it was backgroundless then it would definitely hurt the image. It's just that if he did just take a picture and then filtered it, it does rob away from the artist's drawing capabilities. That said, it does help the feel and tone, so I'd give it a pass.
