They are in general way more polished and take way more time to make. At the same time they have less dynamic camera.

american animation isn't really about art. it never has been. it's always either been propaganda or a way to make money. they always cut whatever corners they can which is why now american cartoons are almost all in that shit no effort design.

The Spongebob wiki somehow lists several errors for nearly episode. They're usually coloring mistakes, continuity errors, or some random detail missing rather than something glaringly off model or lowered detail.
Western cartoons are made for children, eastern cartoons for manchildren. ez as that.

Scene in OP was fixed in the blurays if I remember correctly. The anime industry works a bit differently than western cartoons industry, and anime is more a promotional item than anything else.

T&J shorts had huge budgets cause they were originally made for theaters
My best guess is that newer western cartoons use previously drawn models for animation and just rig them and only draw the character if a new angle is needed; take notice to how they're always viewed from the same angle. Cartoon characters are also very simple to draw. You can notice the slight differences in how older cartoons characters were drawn back when cels were used. In anime however, the characters are drawn over and over again for each frame and characters are extremely detailed. Anime also has a shorter production period and newer animators are paid less and overworked. Japan constantly has new anime running on TV, but when I was a kid I remember a lot of the shows broadcasted on Australian TV were years old and rerun often.

It's not hard to stay on model when 90% of your entire modern output is just two or more people standing in 3/4th. You can't fuck it up, but it's obscenely dull. It's like tweening the character sheets themselves, there's not enough animation for QUALITY.
