Like no joke. He had that part of the Chunin exam only one time, and he didn't cheat (even when hinata offered). It is entirely possibly Naruto reached Hokage thinking the lesson was facing any challenge you would fail headfirst on your own merit, not learning to be a good sneaky ninja and cheat without getting caught.

All his contemporaries developed some powerful techniques that forced him to use his toy. Why didn’t he just do the same? Did he really only have a couple clones and some air-palm thing? Did he know no other worthwhile techniques?

Normally, the chunin exams have no rules other than to stop when the proctor tells you to. In the anime and movie, Naruto is against them being used in the exam because they take no skill to use and defeat the purpose of the exams. In the book version of the movie, Naruto is against them being used during the exams as a trial run and being advertised during the exams because they're not widely available, but did concede that they would probably be legal in future exams once those two problems are solved.

He had access to Lightning, Wind, and Water techniques, and the air palm thing was him using Gentle Fist.

Naruto missed the whole point of the written test he had to take during his chunnin exam. Ninjas are supposed to cheat, its just that they are not supposed to get caught. If someone wants an hournable fight then go be a samurai, ninjas are all about misdirection and deception. I do not see it any worse than people using animals, or specialized tools in their ninja methods. If bort wanted to be a tech ninja, then why not? In the end, its about results and not hard work. It's also bullshit that naruto has the biggest cheat of all with kurama inside him.

He never learned the lesson and probably redefined the culture as Hokage
