OP, I'm guessing that you watched FLCL simply because you heard the hype about it, and possibly ultimately viewed the anime through the lens of "all right, impress me!", while in reality you may have already had your mind made up about it and were just looking for reasons to think "this isn't that good."

Most people who watched FLCL around the time it came out in the early 2000's likely went into it blind and were pleasantly surprised. I feel a little bad for you.

Thats only during the comedy portions, its actually a remarkably slow show when it gets serious.
Some really great direction in it with long shots that keep you stuck on a character's sometimes subtle reactions, and excellent framing.
