No, as far as I remember, superpowered humans were abusing their powers in the past and tried to rule the world. Now the government just lies everyone about "enemies of humanity" to silently kill all superpowered humans they can.
Basically, The Boys the Animation, except most of the shown superpowered humans are not insane murderers. Some of them ARE insane murderers though.
