If it aired around these years, then barely anyone would care about it due to its genre and concept being nothing new, but at the time of its release, it was considered something never-seen-before and fresh, hence its popularity.

The purpose of television anime is not to be enjoyable to people 13 years later but enjoyable when it airs
watch it as if its a new show and its still enjoyable

There were plenty of SoL 4koma anime even before Lucky Star (famous example being Azumanga), I think where Lucky Star was "innovative" was it's brazen acceptance of being for Otaku, rather than just being a comedy manga. It was cute girls doing cute things that knew it's audience were otaku. Looking back I'm surprised it was something to even come out of KyoAni.

And then, of course, the reason it feels dated now is pretty much most of all of seasonal anime is hyper focused on that niche, and "general audiences" anime, like Azumanga, are completely rare now.

Lucky Star was just a really fun show with an endearing main cast which stood out at the time because it was way more otaku and its designs/palette were eye catching. Not every classic series needs to be an earth shaker.

It's not about genre but intent, style, etc. You wouldn't say the Wild Bunch wasn't fresh when it came out because there had been westerns before.
