I think it's common in Japan for the boiler to be electric, so it's pretty safe.
Here in bongland it's usually gas, but that's also usually in either the kitchen or a cupboard.

I'd guess 95+% of British homes don't have a basement and about 50% don't have a garage.
Japan probably has even less garages since car ownership is lower there than any other 1st world nation.

In NZ and the alps they should be indoors and insulated from the outside cold. Otherwise, there's no need because the coldest it gets is generally above 0C.

Tankless heaters placed close to where the hot water is needed are still popular with folks that want to be efficient, even in burgerland.

We get warm water directly from the tap.
Most apartment buildings have a boiler room, and hot water lines to each faucet.
Individual houses do what they want, but usually they too have at least a small boiler with hot water lines.

I live in Japan and mine isn't inside. Don't think my neighbor's is either.

Not always. If you live in an apartment, townhouse, etc., it might be in a utility closet or laundry room. Mine is in the closet in my kitchen.

I'm poverty. I don't have hot water. I take cold showers, but in the winter the water will be freezing so it's too cold and I wash with hot water heated on the stove and use a cloth to wipe.
