does the manga get better? im 70 chapters in and outside of the junpei arc its pretty mediocre and a lot of the new characters have really insufferable generic sad back stories

They literally covered nothing but chapter 1, which moved way too slow in the manga considering its length.

This looks like bait, but nonetheless, I looked into the pacing a bit, the first episode was like this.
>Episode 1: 53 pages (ch 1, 2 pages from ch 2)
After reading the following chapters, it seems to me that the beats of the story fit most naturally into a 2ch/episode format.
>Episode 2: 46 pages? (rest of ch 2, ch 3)
>Episode 3: 38 pages? (ch 4, 5) (although they could fit 3 chapters into this)
>Episode 4: 36 pages? (ch 6, 7)
>Episode 5: 39 pages? (ch 8, 9)
>Episode 6: 38 pages? (ch 10, 11)
If this keeps up, it should end with the conclusion of the Exchange arc. However, if they can fit more into action focused episodes, which could page-wise probably work, but would need some adjustments about which story beats would work as cliffhangers, they might be able to cram Origin of Obediance in it too, but that might end up being harder to pull off and feeling more rushed.

it's an adaptation of a first chapter in Jump, meaning most series basically try to pack an entire volume's worth of shit into 50 pages because for most series its their first and last cover and only chance to make a big impact.
