No voice acting in anime is ever emotional. The problem here is that people with a lack of good taste and the emotional maturity of a child believe falsely that anime ever has emotional acting. I am truly appalled.

Narihisago's seiyuu deserves an award, his seiyuu doesn't even sound like he's acting.
S2E12 Eren and are up there. I'd say that the latter is more emotional, but Eren's VA shouldn't be underestimated.

The director of ID Invaded actually emphasized that he wanted the voice-acting to sound like real human beings instead of anime characters, and to accomplish this they put the recording devices far above the voice-actors' heads so they'd actually have to jump and legitimately yell for it to record well.
The voice-acting at 2:36 legitimately sounds like a real person trying to sound fine when he's on the verge of breaking down.
