The World is the better stand in almost every other situation, but Epitaph's foresight combined with the timeskip hard counter The World. Dio wins anyway because he's a vampire. Diavolo kills literally every person he attacks besides Giorno by fisting them through the abdomen, so he'll try the same and get fucked.

What kind of question is that?
The World, how can Diavolo win when all he actually does it predict fate through Epitaph and moves accordingly with King Crimson if he sees himself fucking up (getting punched through, etc.).
What can he do to counter the time stop? Fucking nothing!

Za warudo. Even if KFC saves Diavolo by altering his fate during stopped time, he can't kill Dio. Dio could just stop time the second he notices Diavolo displace, nullifying his only offensive ability

King Crimson could only be taken down by a deus ex machina. Za Warudo somehow got beat by Jotaro punching his leg.

King Crimson is the stronger stand, but DIO's vampire abilities make him stronger than Diavolo, so DIO would probably win in a fight between them. gets it.

Diavolo should just use his ability to run away as far as possible. He will see that his fate is fucked either way.

Can Diavolo perceive what happens during frozen time?

I would guess he would just see himself getting killed instantly without explanation, but I never really bought his ability as an actual time skip. I always interpreted more as just some convoluted means to manipulate and cheat fate, so I would imagine he could still maybe dodge the events of the first time freeze.

Didn't Diavolo literally almost take a serious injury vs wheelchair Polnareff? And that's Polnareff the human's reaction speed.
Pretty sure Dio is said to have superhuman abilities including his reflexes, and The World is faster than Silver Chariot. Don't see how Diavolo could win this one.

King Crimson is a stronger stand because by erasing time intervals of a certain amount of time it erases even what happened when The World stopped time inside that interval. Even if DIO stopped time and beat Diavolo up the latter would see himself being damaged and would erase it beforehand. Inside the erased time Diavolo can't take any damage nor he can deal to others. Of course DIO vampire abilities could make all the difference though.

This. If Diavolo predict's The World attacking, he can just erase the few seconds where the he gets fucked up and counter attack. Doesn't matter if Dio stops time within those few seconds.

Epitaph foresees Diavolo being donutted a few seconds into the future. Diavolo is unable to see what did it, but he knows the moment it occurs, and erases that moment, which contains the entirety of the stopped time from The World. With the moment of his death erased, Diavolo proceeds to murder a shocked DIO.

How much time can King Crimson skip? Za Warudo lasts 11 seconds

Don't you get it? It doesn't matter how much The World can move when time is stopped. It still counts as zero seconds because time is stopped duh.

It's a secondary ability that is part of the Stand's body. Same deal as Sheer Heart Attack. Don't ask me how that makes sense when stands are supposed to have one power, Araki's gonna Araki.

If we're solely talking about The World as of Part 3, then its King Crimson. The World doesn't have the ability to alter Fate like King Crimson, and Epitaph doesn't need to see a comprehensible version of stopped time for Diavolo to erase 10 seconds whenever he gets a prediction of The World's attacks.
The World is really only as powerful as Star Platinum - King Crimson required the creation of a Stand that could specifically circumvent its manipulation of Fate through Requiem abilities.
The Star Platinum vs The World fight also shows that its entirely possible for a mentally powerful opponent to "take control" of The World's stopped time with a similar time manipulation ability.

Epitaph is a sub-stand of King Crimson. It's essentially just a "piece" of KC, in the same way that Sheer Heart Attack is just a "piece" of Killer Queen, namely its right hand.
Diavolo can grant Doppio portions of KC to allow Doppio to use KC's power without revealing its full form. When Doppio uses Epitaph, he's just manifesting that piece of KC in the same way that a Stand User might manifest an arm of a Stand to punch something.
