People from the 20 villages that Arlong had tried multiple times in the past. It is literally explained that only marines from HQ in the Grand Line would be able to deal with Arlong's crew, and that those marines were too busy in the Grand Line ever since the Pirate Era started to bother sending someone all the way to East Blue. Luffy was literally the entire East Blue's hope, since Arlong was planning to take over all of it in his "Fishman Empire".

Arlong was delusional. The only reason his ass hadn't already been kicked is because he'd been bribing that rat marine to help cover up the extent of his actions. If he tried to go beyond his little corner, it would have been over for him. Just Smoker would have beat him.
Not to mention that it was impossible for his crew to handle all of East Blue. They'd be spread far too thin.
