I would say that he might have trouble with teleporters, at least Kuroko and Awaki. Level Upper AIM fetus would probably confuse him. I think he could easily take on most espers till Gunha where he might struggle a bit but would probably beat. Then unless Misaki really got the drop on him it would be easy for him. Mugino would be difficult in a straight fight but if he can find a way to neutralize the beams or just consistently dodge than he's clear. Misaka would probably be overpowered as soon as her railgun fails. Kakine I think would be quite the challenge and Accelerator would probably beat him. Scavenger as a group would probably put up a valiant fight but lose. Although Seike might be able to match his melty ice feet movement thing. Sphinx could take him.

Kamachi doesn't re-write the plot with Fuyukawa's suggestions retard, the additions and executions are stuff he does, not Kamachi even the panels like Gunha princess carrying Touma are all from Fuyukawa's end, even Nogi says he mostly decides the major elements of the plot himself. He also sends the plot several chapters in advance,
