We don't know.
You need to know that Rem actually never existed in the author's original plot. He had written the From Zero speech in advance, or at least a outline and a few lines (like the name drop one). He had no particular character in mind to give that speech, except it not being Emilia. He then created Rem and Ram, their names coming from "Reft (Left) -> Rem" and "Raighto (Right) -> Ram" and then came up Arc 2 where Rem was the antagonist where Subaru clears the loop by accidentally hitting all of her capture flags and puts her in a position that she can give the speech. She has no prior connections or plot related events later so Tappei was able to do anything he wanted with her which meant by late Arc 3 she was the most developed character in the entire series, by the time From Zero happened he realized that a Re:Zero without Rem was impossible and it's then that Tappei shifted the entire plot to make room for Rem.
Another thing is that Tappei said he had written the "end" as one of the first things, is that good or poor writing technique is up to you. So from that we know Rem isn't super important to the end, but that could be wrong as Tappei could literally rewrite it with no reservations.

Definitely not going to end up with Rem. There's an If story for that which focuses around Natsuki Rem and stuff. Even though it's a non-canon side story I won't get into much detail incase you wanna read it and feel the ups and downs yourself, but I would eat my foot if that turned out to be the canon ending.

I think if you interpret it as "Rem won't win" you severely misunderstood it.
Except with Rem in that, probably what I think is one of the reasons why the author wrote it, is that Rem isn't "happy" in it. Sure even his own description is

She had abandoned the Subaru she loved when she said yes to Subaru's surrender/proposal. By abandoning the Subaru she loved and she also had abandoned herself. Both Subaru and Rem never really move on and develop past their complexes, by running away they validated their insecurities and never will reach their potential.
The other reasons why I think the author wrote it was he wanted a break from all the suffering, wanted to write Rem (you can tell he has alot of fun with her), and the biggest everyone was dying to know "what if" during that pivotal moment.
The placement of the chapter in the WN also helps the reader understand why did Rem's loss impact Subaru
