No, I just think he's been largely unsuccessful in his attempts. Granted, popularity isn't everything especially in a shonen series, but that is supported by the comparative lack of interest in the fandom when contrasted with Eren and Reiner, Eren and Zeke, or hell, even Eren and Manlet. An author planning something from the beginning of the story doesn't mean he'll execute it well. Eren and Armin's lack of chemistry in the final arc reflects on his early weaknesses as a planner and character writer.
