1) It doesn't get simulpubed in case of ongoing manga/ it gets simulpubed but it's popularity precedes it.
2) They beleive they could provide the higher quality localisation and the publishers isn't doing them justice

maybe not with 1 page, but a chapter is usually enough to tell 100%.
I've never scanlated before, but I'm interested in doing some doujins for a particular fandom. Would it be better to just do the typesetting stuff myself since it's so short? I only really have interest in translating but finding a partner to do the other stuff seems like a hassle.
