Dragon Ball was never really that violent, specially compared to other shonen manga from the same decade such as Hokuto no Ken

And even the original anime already had censorship for some of the few actually violent bits (Gohan tearing apart the Cell Jrs, with the anime replacing their guts, brain matter and limp dead bodies with smoke).

Also, Gero chocking a bystander so hard he ripped off his head. And Vegeta's destruction of a Saibaiman showing its eye sockets and shit.

That's exactly it user. Buu Saga's whole initial theme was about passing on the torch to the next generation as the old guard finally settles down/retires. Notice how the only person of the old cast at the start that hasn't retired is Vegeta (Goku is dead and is only back on Earth for a day, so he doesn't exactly count), and the plot portrays this as a negative along with Gohan's initial reluctance to accept his torch; Vegeta is enraged he can't have his fight with Goku, relapses into his evil manlet self thanks to Babidi, and triggers Majin Buu's resurrection, effectively dooming the planet. Notice how after Final Atonement, the narrative shifts to Goten and Trunks' training while Gohan is somewhere offscreen, secretly training with the Kaioshin. The old cast like Krillin, Yamcha, Tien, and Piccolo are all either off to the sidelines, disposed of like fodder, or, in the green man's case, functions only as a mentor to the younger generation. The plot steadily builds up to the boys and Gohan taking down Buu in their parents' absence, culminating in Goku showing SSJ3 to the boys and teaching them fusion, and then Gohan taking up his father's gi to combat Super Buu.

This gets dropped the second Gohan touches down to fight Buu, and Toriyama instantly has them job to bring in Goku and Vegeta again.

What? That hit its peak ages ago. Goku doesn't even hesitate to kill off King Piccolo, but he spares Piccolo Jr. since he can tell he's not as bad as his father. There's no arc after that, only further clarification and expanding on what he's learned about mortality. There is no change in his mindset.

My post was too long to mention it, but Buu Saga's whole narrative theme gets swept under the rug the second Goku and Vegeta sweep in to save the day. Gohan, Goten, and Trunks play no further role; all the buildup went nowhere. This carries on into Super where the boys are nowhere to be found while Goku and Vegeta function as a Batman and Robin duo. The Buu Arc's final act kills the initial purpose of it and puts in the spotlight characters who already reached their narrative peak and have no further room to grow.

Not to mention the passing of the torch was done in Frieza's arc, and even more so during Cell

I'd say the atmosphere changes when Evil Buu enters the fray. Super Buu took a few seconds to find the good guys' hideout, kill most of humanity, including Goten's mom, which pissed him off, yet Gotenks messes up everything despite the kids not behaving like that when saving Vegeta from Buu.

The original ones weren't even violent.
