Let's dissect this. How did the events behind the scenes play out in this arc, seeing that there's no Tomi corpse and no Takano corpse? No Takano corpse means that she's isn't faking her death to cover her tracks before starting GHD, either because she won't do it or can't do it. Did Tomi get a memory shard that warned him this time? Was she arrested? Tomi disappearance could be due to his work and he's just not present, or he could be dead but his body was hid and the killer didn't care about keeping the chain of deaths myth alive.
