It's not about the scan quality, it's about the cluttered and, quite frankly, amateurish paneling. Oda's focusing more on reactions telling the reader how to feel than letting the art speak for itself. Look at the ratio of art to reaction in pic related, now look at the one OP just posted. Half of it is just pictures of the scabbards looking angry.

No, most of the recent spreads are very amateurish. Theres no big secret as to why. It is literally just Oda using way too many panels on his spreads. Most of them could easily just be two single pages rather than one big spread.
Another reason is the frequency. The spread to chapter ratio has increased. Meaning there are more spreads per number of chapters than ever before.
And the last reason is the number of characters skyrocketing makes spreads lose focus.
Imo, Oda could just NOT do spreads that often. Split a spread up into 2-3 single pages and those same scenes would be a lot less cluttered. That's my take on it anyway.

for some reason, modern One Piece can't allow its art to speak for itself and let the audience figure out how to feel on their own. Every spread has to have at least 3 or 4 panels of fodder reacting to whatever's happening so the audience knows that it's cool/surprising/emotional/whatever

I don't think he's the worst mangaka by any stretch. He has done some seriously good stuff before.
Maybe he just got inspired by Fujimoto's paneling and he's experimenting a bit. I think the spread in the OP wouldn't be as bad if Kinemon was attacking with his sword instead of dodging, then the diagonal thick panel border would work as a cut. I also think it's strange that the top left panel is the third smallest (ignoring the reaction panels), I feel like it should be the biggest one to show off how strong Kaido's scream is.
