Her motives aren't very complicated; she wanted Ishigami to be happy, so she was trying to help him go out with the girl he wanted. That's it.

I mean, I doubt it. We've seen her inner narration. She considered Ishigami falling in love with Koyasu to be the correct decision between love interests (even compared to Miko, and especially compared to herself). I don't think it's in doubt that she genuinely thought him being in a relationship with Tsubame would be the ebst thing that could happen to him. She also got way too emotional towards his efforts to win Tsubame for it to have just been moving a pawn for his sake. Not to mention she preemptively anticipated a possible knee-jerk reaction from Ishigami like Christmas's and went to tell him that Tsubame really was paying attention to him, even if in the end it wasn't the attention they both had wanted her to pay.

Damn, after revealing Tsubame's inner narration, I thought that Aka could've fleshed out her more and made Tsubame a more complex character, similar to Osaragi.
Oh well, even if it wasn't at Osaragi's level at least we finally got to see her thoughts.
