you absolutely can have a completely character driven story without an overarching threat or goal, it would just be a completely different kind of story and narrative than what csm is (or what jump would publish)

Except that this series was always building up to something or else Chainsaw's heart would never have been a big deal, nor everything about Gun being the ultimate threat everyone was constantly thinking about. Fujimoto took the time to build the characters and setting and now he's moving towards the conclusion of the plot. You are a guy riding a rollercoaster complaining that the stage with gentle ups and downs is over and now it's at the part where it loops and the drops become more sudden. It was never going to stay the same all the way through.
