Mikoto, Frog Dr and Shinobu all confirmed Janie was a level five in the anime and anybody with a strand of her hair can have any esper power they’d like. Those robots Mikoto taught at the end of silent party were using meltdowner and keep in mind Janie was also powering ten thousand plus androids while being nerfed to 10% of her power. Frog doctor even said she had the single highest calculation output he’d ever seen and he knows who Accel is.
Mikoto and Misaki erased all information about her through tech and mind erasing which would explain why the announcers at the event couldn’t remember the name of the sixth level five. You don’t just forget stuff like that.
