Why the fuck people expect her to be some kind of selfless superhero on trip to help all the people around the world? In the first place she's just an inexperienced traveler who don't know much about the world. In both cases she did what any sane person would do in her situation - walk away.
There's plenty of bad things around but who gives you right to bring justice? Especially when consequences of her meddling were highly uncertain in both cases. I'd say the bottom line about those two episodes was the exact opposite - young guard and young boy did grave mistake while meddling with good intentions. They were punished in result.

Even Picard, the by-the-book autist, usually budged at least when somebody was in immanent danger. You can pass off the slave girl as not being her place to save and interfere with an entire village by attacking its mayor, but leaving the guy to die to the plants like his sister was pretty damn cold. And she seemed to have zero sense of guilt or sadness over it either.

She helps those with magic, like Saya with sex and magic training, the field with devouring the township and the son with mindbreaking the slave. No magic no help.
