Kill La Kill wasn't that popular (it was fairly popular for a weird late night anime, but less so than say, Gurren Lagann, in Japan)
Furthermore, the Ryuko archetype was basically fossilized by the time Kill La Kill came along. The show is retro in a lot of ways. It's basically Otokojuku x Utena.
