Aka wanted to do a rejection arc to develop Ishigami and to a lesser extent, Miko and Osaragi, but accidentally locked himself into too long of a timeframe because he needed the rejection to be at graduation, which fucked the pacing of it. The issue is compounded by many breaks and the introduction of the Osaragi subplot, which is kind of poorly constructed due to the disproportionate nature of her actions compared to her motivation, and the fact that Tsubame was never really allowed to be interesting after the Christmas arc.
