It's like playing poker by dealing every player cards randomly and then each player has to make the best hand out of those. Since mahjong has a shitload of hands this kind of game takes skill. All you need is a yaku (hands) cheatsheet but you can just roll with it blindly honestly.
Moreover I recall fkmtcrazy put a brief basic mahjong guide at the end of the fist chapters where they start to play for people like you who don't know the game.
