A villain doesn't need to have complex or thought out motives to be good. As long as they're entertaining and facilitate good story, they can be great.

Opinions but I think Dio is entertaining as fuck. He’s a good example of a villain who’s just pure evil working for me because the whole of part 3 is just buildup to the point where Jotaro finally gets to beat his ass, so all the scumfuck awful stuff he’s done makes it all the more satisfying when he bites it.

That's actually not unrealistic. There are plenty of people in the world who are cruel assholes because they get a kick out of it. No extra sad backstory or means-justify-ends bullshit required. Likewise someone who likes being nice doesn't need to constantly justify being nice. Though you'll rarely see anyone complain about that.
And realism aside (because fuck it, really) a character doesn't need to be """deep""" to be effective and memorable in a role. The villain antagonist exists to serve a purpose within a story - to drive the plot - and they often don't need a ton of extra fluff to do so. In the case of many villains, it's enough that they're ambitious individuals with a willingness to crush those in the way.
Having unlimited power and one sole opposition would turn most people evil, user. So AfO is a pretty realistic villain in that regard

I don't see the issue here.
Some people want every story to be the same, with a villain that turns out to have some incredible point that wrong for the right reasons or right for the wrong reasons, and/or a tragic past that makes him the victim of this or the product of that, to justify every action, at least in part, according to their own moral compass. But sometimes a simple story is best, and we don't HAVE to see ourselves in every aspect of a story.
AfO is the mirror of Shiggy
AfO causes chaos and destruction, not cause he loves it, but as a means to an end. He ultimately just wants to be at the very top of the human social hierarchy.
Shiggy is the inverse. He uses hierarchies as a means to an end. Despite having no leadership characteristics, and no real pleasure from leadership; Shiggy leads the League of Villains and then the Paranormal Liberation Front. That's because it helps him achieve his real goal, which is destruction of everything he hates, and even destruction as an end in itself.

A villain can be effective, drive the plot forward ad be strong and none of that matters if they're not entertaining. Charisma matters more, or a perhaps a strong personal connection to a hero. Compare two villains that move the plot equally and people will always prefer the one thats more entertaining to them. Because how much something is entertaining is always the most important quality in media.
AFO manages to be a more entertaining villain simply because hes far more charismatic than Shigaraki. Shiggy is strong now but his goals are boring, and I have never liked his personality.
