Very few ninjas, no matter their power, can claim to have taken a thousand lives. Even less so in one battle. Far less so in such a short time. Not a scratch on him.
And let's not get lost in our main character level powerscaling, an average Jonin is still a very experienced and powerful ninja. Minato made them look like jokes.

It's hard to say because powers in Naruto are so varied. Naruto, Madara and Hashirama are definitely the top though just because their baseline power is higher than everyone else. After that it's kind of hard to say. Like Deidara and Gai can force stalemates on almost everyone, but that doesn't make them more powerful.

Naruto doesn't have a specific "powerlevel" system outside of Naruto and Sasuke being the strongest, it's more like a mix of rock-paper-scissors and outsmarting your opponent, like Kakashi vs Obito and the Kaguya fight.

Choji is really strong at the end, easily the most powerful of the original Genin besides Naruto and Sasuke. He could easily level a village. It's not so much that he could compete with the people in the same tier as him, it's just that the people in the tier below can't possibly stand up to him.
