I don't know what country you live in, but where I live, shopping carts are unlocked by inserting coins (usually 50 €cents, but sometimes 1€), and the coins are retrieved by bringing the shopping cart back.
Supermarkets still have to send people around to collect the shopping carts from wherever customers left them.
And the idea that the customer and the shopping cart exist in a vacuum is a strange one.
Humans are social animals. Construct a social experiment thusly:
Instruct a bunch of actors to finish their business with the shopping cart at around the same as the test subject, but to bring the shopping cart back as it should be done.
Then, in a second experiment, the instruction will be to abandon the shopping cart wherever it is convenient to do so.
Do both experiments with sufficient numbers of test subjects that statistical error is minimized. The ratios of cart-returners will be different.
But does that mean that somebody can be a functional human in one supermarket and a savage animal in another?

Okay, sure. People are socially liquid and have the capacity to mimic societal norms. Congrats, that's not special. It doesn't mean that a society in which people leave their shopping carts littered in parking spots is one that is equally beneficial to everyone as a society that values and respects order enough to take the responsibility of returning their shopping cart.
The distinction of order, altruism, personal responsibility, these are the values that separate a society of people from a society of animals.
