Let me explain, when Trigger EMPLOYEES write the story, as is the MOSTLY THE CASE, then Trigger write the story.
With Gridman, it was written by Keiichi Hasegawa, who isn't a Trigger employee.

Gridman's is Amemiya's child, he wrote much of the series himself included all the audio dramas. Hasegawa was brought in later into development and the series is leaps and bounds beyond any other of his works. Just from a superficial knowledge of Amemiya's tastes and influences is easy to tell Tsuburaya's involvement wasn't significant.
Furthermore, it isn't even an outlier in Trigger's catalog writing quality wise.
