It was the correct thing to do if the rules were exactly the same. The is a major rule change we are missing.
All of the Damashi arcs take place at the same time. Mion at the end of episode 4 is actually Shion. Why do I think this?
It's an easy conclusion to come to. All we have to do is flip the chess board, and everything becomes clear.
Ryukishi wants to create a truly hopeless loop for Rika to escape from. In order to achieve this, the worst case scenario must be achieved. Onikakushi, Watanagashi, and Tsumihoroboshi must all take place at the same time, and he has to abuse the fact that Rika cannot remember the final moments before her death. By removing Takano from the board, Rika has no idea who is going to kill her, and likely doesn't remember any of the events leading to her death.
You can force Watanagashi-hen to happen by making the assumption that Mion may have become jealous of Rena during this arc. After all, the Rena has been spending quite a lot of time with Keiichi recently. And who do you think Mion would confide in? You'll notice "Mion" doesn't use any honorifics when she says Satoko's name during the final scene. It's too obvious.
But we can't only look at the anime for clues here, you also have to pay attention to what key scenes they might want to present to the audience in an attempt to deceive them. There is one scene in particular that comes to mind when I think of the beginning of Watanagashi.
It begins with Rika cutting her throat with a knife.
So here's the deal.
Rika will return home, only to find Shion there standing over Satoko's corpse. They will have their spat, and Rika will end up killing herself in the same manner she did in Watanagashi. After her death, she will revive with no memory of the incident and go back to thinking she may have been killed by someone else.
They will animate Rika killing herself, and show it to us at the beginning of Episode 5, in order to make us believe that only Watanagashi-hen is happening.
They also will not swap out Shion for Mion, because that would be too damn obvious.
