You have to be kidding me.
Apart from Sayaka and Homura, the characters are poorly written and aren't that fleshed out, especially compared to Sailor Moon where the main focus is about the characters.

I think you're right, the Madoka characters had some pretty dense development even though the story is short. Sailor Moon has a ton of runtime but it doesn't exactly make the most of it.

Sailor Moon had more episodes and with Homura reseting shit it makes sense some didn't get much character development.

It's the only series I've bothered to watch more than once.
Magical girls are assumed nopan unless explicitly shown wearing panties.
