You are assuming too many things about Elaina's powerlevel and at the same time the world is unelaborated on and missing many details. You're ignoring the consequences of her actions if she were to help. For example, maybe there's a squad of elite witch hunters people magic dial 911 to that could hunter her down. Maybe she swore some magic oath not to break the law at all costs unless to save her own life. The point being there is nothing wrong with Elaina not helping, her lack of action does not condemn her, that would be fallacy of argument from silence. She's allowed to fly away, the shop cart copy-pasta doesn't apply and you're wrong.
