What makes you think men with superpowers wouldn't be proportionally stronger than women as well? Usually in Shonen powers come from training your body so it makes sense that larger bodies with stronger muscles can produce stronger energies.

if you put emphasis on special abilities as opposed to brute strength you definitely can have some top level women. Stand combat in jojo is rarely dependent on the user's physical strength for example

DBZ is a terrible example. The strongest female character was 18, and she was already useless in buu saga.
