It's good and it may be the best series that is also a magical girl series (not saying it is but just making a contrast) but for me that's different from being the best magical girl series. Madoka offers little that people watch magical girl series for. Tutu, CCS, Doremi, and Hime-chan no Ribbon are some of the ones I've watched/read that I liked the most.

That sounds pretty reasonable. I do think that Madoka quality-wise stands tall even when considering anime outside its genre, but it's a fair bit different in focus to other magical girl shows that I've seen.
