Can someone help quell my autism here, I have a big issue with the Jinchuriki and the idea that villages actually wanted them. Biggest example of this is the nine tails. Mito and Kushina never used him, they were holding cells for a superweapon, but no one used that superweapon until Naruto. Similar stories appear in the other villages, where the Jinchuriki is a *thing we need to protect* rather than a military asset. I think there were 4 perfect Jinchuriki before Naruto such as Bee, Yagura etc but what was the point of the rest of them? Which villages actually successfully weaponized tailed beasts after Hashi doled them out? With a few exceptional cases they seemed like more of a liability

Mass revival is not there for fan-service but actually works on a storytelling level.
See, Nagato always had the ability to revive the dead. Presumably after he got familiar with Gedo-Mazou. And yet, he went from place to place, killing hundreds or even thousands of people all around the world and not giving a damn about reviving them.
At some point, I'm sure, he became numb to the idea of people dying around him. But with Naruto, he saw his younger optimistic self. He saw himself in Naruto. And with Naruto now against him on equal footing, Nagato realized what he could have been.
The line "If the hero changes then the story changes as well" is cheesy but works like a charm here. It's at this moment, Nagato decides to put his trust in a different future.
It's obvious that Nagato could have killed Naruto if he had wanted to but instead he chooses not to. Instead, Nagato chooses to sacrifice his current self to help remove the stain (the genocide in Konoha, Naruto's hometown) on his younger, more optimistic and yet equally strong, self's life.
Nagato changed the world by giving his younger self a helping hand so to achieve a better future. And he died in the process. It's beautiful. It's perfect.
