Because Tite Kubo is the living embodiment of L'esprit de l'escalier and is apparently too autistic to realize that pushing out his ideas for ridiculously OP powers for old characters years after they would have been relevant and useful only makes his fights as they were written retroactively worse and pisses his fanbase off even more.

Shinji was banned from using it after he developed it and only those within the circle are safe which is only himself so basically anything in the observable area. It's basically the best anti-army bankai there is.

Too clarify; Shinji’s allies are affected by it too, and I think his Bankai refuses to release unless there’s two or more people on each “side” of a fight.

Sakashima Yokoshima is special in this regard I think since Tokinada implied it would work on him, when he had comparable Reiatsu to war potentials like Zaraki and non Bankai Ichigo. He had trouble mimicking Yamas power tho.

Regardless of how it faires against top tiers "heh my power is to ignore your power", you gotta admit this is one of the more balanced bankais that Kubo came up with.

It has a clear disadvantage and requires setup to be broken. Kubo could have done a Mayuri and Shinji vs Pernida and Askin fighting in an another dimension for the ultimate "HOWEVER" fight

Shinji is visored, his Hollow reiatsu would short-circuit the medallions. If you recall not a single one of the visoreds' Bankai were yoinked.
