What is it that makes King so feared, other than his self-perpetuating reputation?
Regardless of how silly it is when we look back, something ONE makes use of with King is that people begin with the assumption that other people think like them. Of course, that alone isn't sufficient, and therefore we check our understanding of others by asking questions.
Through talk and action others give us information on who they are - windows, one could say. Even if we might not like what we see, we appreciate that there is a different person with different tastes, different beliefs, different ways of looking at the same thing.
But King is silent.
Not simply with his words, but also with his body.
King often moves very little, wears a constant poker face wherever he goes and says nothing definite. King does not properly confirm nor deny whatever people say and assume about him, although he does try. Because they have nothing solid to go off of, people continue to project themselves onto King, on what they would be thinking and doing if they were him. They continue looking into a mirror instead of a window and they terrify themselves in the process.
As a sort of living embodiment of Saitama's deserved fame, King's gag remains one of the funniest in the series, and as a commentary on psychology it's fairly accurate. A theory of mind is a necessity for one to function, but it is often taken too far and we can project ourselves on the people we talk to so automatically, it is hard to step back and see what's really there.
Even Saitama is prone to this. When King runs away from G4, his initial thought was that King is too bored to fight because of his overwhelming strength, like he was. But unlike the other characters in the show, Saitama observes instead of charging away with his thoughts. Saitama waits. Until he sees the truth.

The sheer absurdity of it is what makes King so amusing. It goes way beyond what anyone in particular actually does or thinks, to reality itself warping probability to help him out.
King is literally loved by the world. Not just everyone in the world, but the world itself has his back.

An OPM thread that starts with an effortpost, you don't see that often. I doubt ONE put that much thought into King of course, but still, that's an interesting way of viewing his character, especially since most people don't put that much thought into him since he's mainly used for comedy.

If I have to add something, I think this idea of people projecting themselves onto King, due to him being a blank state that radiates power, is very fitting for his title. A king represents his people, so in turn, his people will each view their king as an extension of themselves, and have an unrealistic image of him due to something like a king feeling so removed from someone you can actually know. Saitama being the exception, since he's so far removed from humanity (or believes he is, anyway) that to him, a king is no different than anyone else. And of course, the fact he actually has so little power himself, but is considered so important he may as well be as powerful as Saitama, fits from a chess perspective as well.

As I said other times, he may not have any physical powers, but the fact that by his sheer presence he can make monsters die or run away counts as a power in itself.
He may not have any physical power, but if by just watching one monster he can make it run away for its life, then the city is safe nonetheless.

He's currently A-rank in the webcomic.

How did ONE get away with this?

Half of S-Class (including Mask) are aware that he's strong. Bang, Genos, King, and especially Zombieman are aware that he's stronger than anyone else and could even be omnipotent, while Flash, Mask, Tatsumaki, and Metal Knight at the very least believe he's S-Class material. Child Emperor I'm not sure about, but he did witness Saitama's fight (or at least, the aftermath) and considering his smarts, it'd be pretty dumb if he didn't also think he's at least S-Class material. At the moment, Saitama doesn't give a single shit about his rank anyway, considering he's actively protesting against the HA.
