He still somewhat cared in Buu since he used it as a mean to just have fun with whatever idea/concept, which is why it was way weirder when compared to the rest.
In the 2000s, when Jump asked him to draw DBZ's cast for the magazine, he flat out said that doing that reminded him of how much he doesn't want to draw dragon ball now.

This isn't an inherently bad thing. The Red Ribbon Army is the best arc of the original half. Pilaf is just different since it was concurrent with the beginning of the series; it was more of an adventure "Search for the Dragon Balls" thing then. It turned to martial arts at the Budokai, RRA made it into a more serious action story overall, and the next arcs being Piccolo Daimaou sandwiched by two tournaments cemented it as a pure battle shounen.
Everything RRA and earlier is unique in that it isn't straight fighting all the time, even the RRA arc keeps the fun adventuring spirit.
