if the production company, guessing it's >cr but idk initiates the process most of the communication can be done with the planning committee with basically just the go ahead of the original creator, or really whoever owns the that part of the license but usually it's the original creator. Once they've given the go ahead it's very very hard to stop the process - probably impossible considering the companies would want to ensure they don't go out millions of dollars on a whim.

It's alright, the chapters are pretty short so it's a fast read.
