What's driving 3D in the west are costs and advertising sensitivity. If a show isn't pulling in ratings it gets canned fast, so you're unlikely to see 2D unless it's a remake of another 2D show like Justice League. There's less pressure of that when margins aren't so thin for cable.
So in Japan, where cable is still profitable, commercials still work and animation is cheap, there's less pressure to build up 3D animation outside of video games.

good 3dcg takes a ton of money which is fine because western productions always make bank locally and internationally, the most expensive episode of the clone wars took 1m dollars to produce.

It's not that West never made money with 2D, it's just hard to justify it when Diseny and Dreamworks both can't find a single one after the year 2000 that made as much as the Ice Age sequel that "Underperformed" so much it ended the franchise. You know, the one that made 408.6 million dollars. Western companies have higher standards for how high their movies need to make in order to be "Worth it", and most of those are dedicated around franchises so you can shove merch out the ass and make sequel after sequel until nobody wants to ever see it again.

In West:
1. It's cheaper
2. The Animation industry, in the US at least, has spent about 50 years telling everyone that animation was for children which significantly reduces the total market for a work
To the point that any western animation aimed at adults is now marketed as anime despite not being from Japan
3. The studios in Japan are more likely to spend time and money advertising any animated movie as an actual movie vs the west where if it they cannot market it as a children's film will not market it. (Compare for instance the marketing push behind Titan AE vs Antz)
4. It's cheaper
5. Hollywood is like 90% a con job.

Not at all, I'm saying CGI is cheaper to produce in the West for a variety of reasons but the most pressing ones would be the vast re-use of models/assets, democratization of modeling tools and an overall good overlap of skills between traditional animators, game animators, hobbyist, etc... Also be careful not to think of something like Big Hero 6 when I mention that, think like the Box Car Children Movie or the Addams Family remake that came out recently.
