The eagle/aquila thing is weird because they're actually referenced by different names in Japanese (Iguru and Akyura), although both are the same constellation.
Note also that it has completely different colors and everything else unlike other related clothes that changed shape.

It seems more like the armors have separate personalities. Gemini for example seems to be as split as its users, having one face weeping when Saga kept fucking over the bronzes and Athena, though nothing of the other face and didn’t abandon Saga. Cancer’s still accepted Deathmask in spite of the tons of “casualties” in his missions, only abandoning him after he crossed the line, Deathmask knew of the treason all along as noted by Dohko but he brought up how nazis and japanese did what they considered just only to be considered evil for later generations, so Cancer’s sense of morals seem to be more ambiguous. Virgo didn’t abandon Shaka in spite of him knowing the evil the Pope carried, Shaka however vehemently believed that in spite of the atrocities he did, following Saga would be for the greater good only questioning this belief after his fight with Ikki.
In Saintia Shou Aphrodite brings up that there isn’t much sense relying on a weak goddess and that Saori would have to prove herself worthy to be followed while in Omega Genbu points out that the Libra armor only chooses just people.
It seems more like the armors aren’t always in tune with what Athena wants and what each armor considers just or necessary vary in case by case basis. Which means the moment someone like Saga appears throwing the Sanctuary in disarray some of then start questioning whether they should keep allied to Athena in the name of greater good

Is the same character design of his previous works but the core is completely different, Kurumada always have this "bancho" mentality here all of his protagonist are delinquents that hate authority, SS start more or less like this but when fighting the silver saints seya and the others go full "live or die for Athena"
If I recall correclty, cloth were not created by Athena but by Atlantis/Mu artisans on her worshippers commission. That's why they are mythical but not divine unless the current avatar bleeds on them.
SS should have had more cloth lore info dumps and more cloth artisan chapters. Mooo is the best goldie, so that'd be an improvement.
The 6 months between sanctuary and poseidon should have been used for stuff like that
