Read the VN. If you're short on time then read the manga since it is a better adaptation. But hey you can also watch the DEEN seasons if you want. You can do anything user, the question is SHOULD you do it.

What said, the VN takes a while but it's worth the time investment. The manga is a good alternative and hits just as hard as the VN, but you ultimately want to go back to the source for the full Ryukishi experience.

I'm finishing the question arc and it's pretty good so far.

If you're short on time or can't be assed, then just watch the original DEEN adaptation. The first season and then watch Kai etc. If while you're watching it you feel like more, then read the VN. First arc is free on Steam.

Watch the DEEN adaptation before this. The currently airing show is NOT a remake. It is different in many respects.

I haven't gotten around to watching it myself yet but my understanding is that the one airing now assumes you're familiar with the original, be it via the DEEN adaptation or the visual novel.

It's a sequel/remake. Which means that it takes place after the events of the first, but largely follows the story of the first.
It's complicated, and none of us are really clear as to what that specifically means.

I don't know if the side stories are worth reading (I haven't done research on them because I'm still in the middle of Higurashi and don't want to get spoiled) but they seem to be fanfic-tier.

In terms of pure yes and no, yes you can. Ryukishi07 intends (at least from his and the director's words) for Gou to be fully accessible to newcomers. What he likely means is that if you know nothing about Higurashi, it is possible to watch Gou and get some story out of it depending on how things go.

However, if you ask around here, the answer will be an emphatic "No you dumbass". This is because Gou is, again by Ryukishi07's own words, not a simple remake of the original Higurashi. Some of the main twists of the original story are spoiled in the first couple of episodes that will actively diminish the experience for you. Even if you don't know anything about Higurashi, you will not go forward in the story thinking in the mindset Gou wants you to have, or at least, not be able to participate in Zig Forums threads in the same way. For example, something like a bicycle in a scene for you would just simply be a bicycle but for those who know Higurashi could create thread upon thread of speculation. That's not even getting into what the future of Gou will be as it seems to promise certain timeline and story elements that could throw even the most experienced Higurashi fan for a loop

It's strongly advised that you read the VN or at least the manga. But since we know people here hate reading, the bare minimum you could do is watch the 50 episode original anime. It misses a lot but it basically covers the whole story. They ran the original series before Gou aired on TV in Japan likely for this exact purpose. tl;dr. Yes, but actually no, read the VN faggot
