Gon definitely changed a lot and Luffy remained constant in a sort of endearing way. The only one that didn't change at all and had the series suffer as a result was Deku.
Gon and Luffy are kind hearted simpletons, Deku is just badly written.

The series have to run long, so their development generally has to be stretched out.
With that in mind, Gon and Luffy have changed.
In deku's case you have to keep in mind that MHA isn't as long as many other shonen series. He still has room to grow and has done so a bit already. That said, Deku was also written into the corner a bit from the early chapters. Much of deku's potential development was robbed by the author's decision to have deku to surpass all might on an idealogical level and run in to save bakugou while all might was being a pussy and doing nothing. Sure, he did put himself at risk, but even all might himself acknowledges that a true hero should definitely be the kind of person to run in like that. Deku mostly just needs the physical strength to get to the point where running in impulsively like a retard is effective and practical.
Because it depend on what kind of story you want to told. Not every story need the protag to change dramatically over the course of the story, it's depend on what you need for your story and choose the right storytelling tools.
To be successful with a long-running shounen requires you to have a character with a personality people enjoy at the beginning. Once you have that, it's harder to come up with a change to develop the character. Especially when changes could alienate people that liked the original personality.
Luffy had changed but it's so little and over 20 years, it barely registers. He doesn't do joke attacks much anymore and I'm sure lots of people are with me in having their first reaction as "where's the funny creative attacks?" Instead of "he sure has developed his fighting style."

Regardless, Deku and Gon do change, at least somewhat.

why does the bones adaption look so soulless? the manga art is kino.
Easier to animate or some shit, If make everything the same artstyle artists/animators can draw faster. Look at JJK or Tokyo ghoul they looks so much more souless in the anime its sad. But some series like KNY,Mob and Jojos try to keep the same style which is nice.

And there is that modern anime workers have a lot of work to do, and generally have an aesthetic they're trained in. Easier to default to a clean and easier style when the crunch comes.

Gon is stagnant because he's in a dead manga. You can't have character development in a manga if you don't have any manga.
by all means, try drawing 2 pages of manga, and make the art as good as you can and it still be in a "manga" style, then after you've perfected it, animate it and see which takes longer. They cut corners because they have to because of budget. Some studios are packed with talent and experienced directors who care about the quality of their work, and then you have studios like Toei who pump out garbge 99% of the time, then bring in the high priced people on the BIG episodes.
There's no way you can have matching quality unless you have a massive budget OR really fucking good animators who take serious pride in their work and consistently put out quality material.
Also, animation leaves nothing to the imagination. The voices in the manga are almost always going to be better, just like if the manga is adapted from an actual novel (and there exists no official artwork) the characters will always look better in the book.
Your imagination tends to skew towards the ideal way you would perceive something, and if there is nothing to ponder, that's because you already know the answer and you're going to know if you like it or not.
