If you meant hand-drawn,not likely. not even 2D Disney features with Unlimited Budget Works had that.
Personally I think the way anime can express weight and motion with so few frames is part of the charm.

There aren't even anime that are entirely 24 fps. And if you do watch any anime that have short scenes at 24 fps, or on ones, it already looks pretty weird and overly smooth, let alone going all the way to 60, which would be impossible to actually make without heavy use of tweening.
Interpolation is never a good representation of what something would look like at higher framerates.
