He's a golem created by Niké in order to give Elaina the sense of growing up with a mother and father. He needs to eat constantly to stay fueled or else the truth would be revealed and her mother exposed.
In reality, Elaina is a successful clone of her mother, which took up almost all of her powers to make. That is why she's a village woman these days. It's all part of her plan.
