Neji wasn't part of the main branch so they wouldn't teach him hyuuga techniques besides gentle fist. So he used hard work to compensate for this fact to figure shit out on his own. He was beating Naruto with pure skill, but then Naruto used his kyuubi chakra and suddenly started beating Neji with pure speed & power. Naruto only won because of the kyuubi

There was never another example in the series to my knowledge. And how chakra works according to space mommy's explanation would make it an anomaly if lee just miraculously couldn't channel anything.
If it is so, it was a massive oversight for the sake of a gimmick character.
