they ran out of ideas to make a compelling story. naruto started to grow and improve too fast towards the end of part 1 and they had to nerf him and shift focus to his rival to milk the story as long as possible

Naruto is still hands down one of the best shonen ever. Great characters, great fights, good story and in general the anime is good quality.
Naruto got hurt but the ungodly amount of fillers. You can safely ignore then nowadays but it's still one of the main critiques the anime gets.
Now, talking about the actual anime, I believe Sasuke is the weak link. The anime does a poor job portraying him as a compelling antagonist. He mostly looks and acts like a fucking asshole and it feels like there's no real motivation for what he does. Failing to understand Sasuke and the Uchiha's place in the story really hurts its development.
Naruto is a very romantic and poetic anime in many senses and it would benefit from making it easier for the viewer to understand what Sasuke stands for in the story.

p2 robbing itself of the Naruto/Sasuka dynamic and completely robbing Naruto of a compelling narrative (seriously, he plain isn't participating in p2) hurt the series the most.
